Auto Lock on and Mouse Movement

So I'm having an issue. When I target enemies. Lock swap for some insane reason is bound to mouse movement. (You'd think after three games they'd be able to figure this out.) so when you move your mouse at all the target switches. If I try and go without target lock I run into the issue of not being able to move backwards with a shield out which makes positioning incredibly difficult. Which often gets me killed or hit unnecessarily and has made multi entity fights very frustrating.

I will say this now. Controller is not a solution for me. I'm not going out to buy one just to play this game. I'm looking for something in settings I overlooked or a mod that can correct this as a solution.

You are not missing anything. I don't even know why the call it "Target Lock", because it simply does not lock anything. Oh well. I have gotten used to it. I pretty much only use it to make sure I am shooting what I want to shoot. :/
