turn off v sync?
seems to be on by default how to turn it off?

Are you sure it is V-Sync that is capping the FPS and not the game itself?

game is hard capped to 60, vsync is in options but it has no bearing on the cap

If the game is capping FPS at 60, then V-Syncing to a faster monitor won't change anything. It is possible to V-Sync to a lower FPS (I have set it to 30 and 40 at times).

But you would probably have to mod the game to get it to go beyond 60 FPS, if it is possible. Check Nexus if you are willing to mod and play offline.
