Stuttering caused by CPU ?
P.S. A temporary solution found, switched my screen mode to borderless windowed

So I finished the base game years ago, coming back for the DLC in Christmas, and my NG+ stuttering a lots, like every few minutes play have a 4-5 seconds stuttering,,
I have reinstalled and verified the game files, updated all my drivers, nothing usual worked.
So I did a little research on my OLD game rig( the one finish the base game very smoothly with streaming), I noticed something
1. The stutterings were on a whole system level, not just the game, but the whole system, including everything in the background
2. Am using the low settings, GPU usage was staying pretty low all the time (Avg below 60%), limited to 60fps
3. CPU usage was 100% every time when stuttering occurred (Avg is 60-80%)
4. Did a little test on disabling all the windows 11 rubbishs ( HDR, compatibility, antivirus scan, etc), nothing matter
5. Noticed when stuttering occurred, tho task manager said my CPU was 100% in use, resource manager showed a different story, at the time point my system started to freeze, all my CPU cores usage drop to zero, EXCEPT CORE 1 bumped up to 100%

I dont really understand how windowing solve the excessive usage on single specific CPU core tho, as I said, it's the same rig, same settings, as I have completed my base game year ago, everything is weird here,

Hard to say without a lot more system information. Dark may come on and give you some direction regarding finding the core issue.

But, right off I would suspect that you have picked up some malware along the way. Especially since it is a system wide problem related to excess CPU and probably also interrupts usage.

100% not malware, cause it is a clean install. Everything is official release from official website, nothing suspicious, everything scanned with windows defender

Can you post CPU, RAM and GPU spec for your system?
