E-cores... try disabling them.

Win + R

msconfig

Boot tab

Advanced

Set the number of CPU cores to 8.

Click OK on everything.

Reboot

In my situation anticheat blocked all tries to change cpu cores

Might be CPU limited
1 core can be at 100% and bottleneck everything else. With f.e. 8 cores, the CPU would say ~12.5% usage, but its still too slow. You have to look at the individual cores.
A non-synthetic app (unlike f.e. a benchmark) has a pretty hard time to utilize every core with 100%

And Elden Ring also suffers from low memory bandwidth. You should check, if you use the correct memory speed and timings. There is often a preset for it via XMP in the BIOS

This has absolutely nothing to do with changing CPU affinity.

Yep my cpu core was 1 changed to 8 and changed the power settings within nivida control
Now seeing 50-60fps on 1080p high
With usage both seeing 70%

This is a good opportunity to find a true bottleneck in your config, as the CPU and GPU seem to be well-balanced to each other now. The other critical parts of this pipeline are VRAM and RAM allocation and utilization, VRM load, and proximity to thermal throttling limits. But, you probably don't need to, if you're kissing the FPS cap already.
