Set the number of CPU cores to 8.
Click OK on everything.

1 core can be at 100% and bottleneck everything else. With f.e. 8 cores, the CPU would say ~12.5% usage, but its still too slow. You have to look at the individual cores.
A non-synthetic app (unlike f.e. a benchmark) has a pretty hard time to utilize every core with 100%
And Elden Ring also suffers from low memory bandwidth. You should check, if you use the correct memory speed and timings. There is often a preset for it via XMP in the BIOS
This has absolutely nothing to do with changing CPU affinity.
