At least for me ghost of tsushima is heavly story focused , the story is really really good , combat is decent , less weapon variety than elden ring dlc , open world with main missions and side missions and some kind of exploration.
Elden ring DLC is also very good , big world to explore , many secrets , many weapons many new bosses and areas , mutch less story focused in my eyes, probably better combat.
In conclusion , if i wanted a good story experience that will actually stay in my mind for a long time after it ends but im only gonna play the game once i would choose ghost of tsushima .
If i wanted a more of a fighting focused game with mutch more replayability (especially if you play pvp too) and you liked base game elden ring a lot i would choose shadow of the erdree
dont get me wrong, the DLC is quite good with new enemies and it gets better each time you play it. But... somewhere I feel when in comparison with Ghost of Tsushima, the DLC will fall much lower as compared Ghost.
why to get the dlc ? - if you love elden ring extremely and you thought the base game was somewhat less difficult for you, the DLC ramps it up, the DLC has some cool areas, some interesting characters, and cool weapons and stuff buuuut... man this is still a dlc while that is a entirely new game with a epic story lol :p and you know elden ring kinda games, they explain story through items, and random actions not through the actual storytelling... and even the ending (not the boss but ending cinematic) was kinda "meh... okay" soooo up to you where you wana spend cash but if it was me id go with Ghost. But i gotta say if it was elden ring vs ghost id go with elden ring even though ghost as epic story cuz i love soulslike, but the this dlc vs ghost, id go with ghost :p
ER's dlc has more variety for the simple fact that it's an rpg and the enemies are more creative. I'd buy that.
It's also a bit risky as you are already used to Elden Ring and it's combat and theme.
If it was up to me, I would buy Ghost and enjoy that game while taking a break from Elden Ring, once I'm done with Ghost, I would go back to Elden Ring and it's DLC.
You could also go straight for the DLC and enjoy more of the same right away.
Both options are good, but I would choose the first one if I had to
