Otherwise, OP you need bells to unlock stones to purchase from the finger maiden's husk in the round table hold.
If you explore the map before going to stormveil you should be able to get your weapons up to at least +4. Otherwise there are a ton of low-mid level stones everywhere in the DLC... you'll be tripping them.
