Does poise get rounded due to Bull Goats talisman?
Can I get a number between say 100-101 effectively still allowing me to tank 2 hits or a medium hit?

I think op is asking is if since bull goat increases by a percent, is the poise rounded or does it keep it's decimal.
The talisman actually reducing incoming poise damage by 25%, so an attack that deals 100 poise damage (common in PvE) would deal 75 poise damage instead. This means you need at least 76 poise without the talisman in order to tank the hit without staggering.

The talisman doesn't actually increase your poise, it's just an illusion because it's easier to show poise increasing than it is for the player to understand that they're taking less poise damage.

I don't believe so. It reduces incoming poise damage by 25%, but it looks like it increases your poise by 33%. For the most part, these are equivalent (a +33% increase of 76 would still put you at 101), but I have heard that this nuance does matter when it comes to things like hyper armor. I'm not too knowledgeable about how hyper armor works, though.

The short version, though, is that -25% incoming poise damage is as good or better than +33% poise.
Anyway, to answer the OP, I don't think it rounds the numbers.

A -25% decrease of 100 poise damage divides evenly into 75 poise damage, hence 76 being your new target number. This should look like 101 poise with the talisman equipped, though, because it appears to increase your poise.

50 poise damage hits would get reduced to 37.5 poise damage, so you'd need 38 poise to tank that (which should still appear as 51 poise with the talisman). I haven't tested this, though.

For what the OP is asking, you need at least 76 poise before the talisman, which will display as 101 poise with the talisman.

Pretty sure it's taken straight out from the game files like how we can see which attacks get a poise modifier (charged R2s getting a huge poise modifier for example on weapons with hyper armor frames).

There may be a smidge of speculation, but I dont think it really matters in the end. The UI does misrepresent how poise works.

After testing on Godrick Soldiers wielding straight swords at Gatefront, 100 and 101 poise seem to function identically with the Bull Goat talisman, with my character being able to withstand 2 small hits before being staggered comparatively to less than 100 poise.
