Ranni Quest COMPLETELY broken for me

Hello, I've been at my wits end trying to figure out WHY my Ranni quest appears to be flat out broken. I have followed the questline guide to a tee so far and have met her at the Church of Elleh, befriended Blaidd, completed the festival alongside Blaidd by beating Radahn and yet still she will NOT show up at her Rise. I've tried all the solutions such as trying to use the Church of Vows for forgiveness (which it says I don't need) and I've already talked to Blaidd after we defeated Radahn and yet she still never shows up. Decided to use a cheat engine to locate and see just where she is spawned and weirdly enough it shows Ranni's Rise as her current location and in said engine you can even peak in on NPC exact locations and yet still she is not shown despite showing where she SHOULD be. Is there anything I could have missed or am I the only one who has ever had this issue?

Hold on. Been reading all your replies and frankly, this doesn't make sense. At all, none of it. You can't have RENNA'S RISE open without giving Ranni Fingerslayer's Blade FIRST. So if you say you never spoke to her to start her questline (meaning, entering her service) this is impossible. Did you mean RANNI'S RISE, the place where you meet her after defeating Loretta? Is that the place where she doesn't appear for you? Really, some clarification goes a long way.

If I have a way to finish it regardless even if Broken Im all for it, better than not finishing it at all. The main thing is I want to be able to open the chest in Nokron that calls me unworthy since I haven't been able to start her quest in the Rise and get orders from her to retrieve it.

Now I'm not sure if what I will suggest would work or if it is risky .
If Renne's rise is open and you can use the portal to travel to the Ainsel River Main grace, forget about the Fingerslayer Blade and about finding her at her rise. The quest has somehow already moved past those steps.
Backup your save file, so you can restore it if things get 'worse'.
If the doll is not near the grace (I assume you looked at the exact spot where it should be), get the doll with CE. After that, when resting at the Ainsel River Main grace check if the option to talk to the doll is available.
If the option to talk to the doll is not available continue to the next step: get invaded by Blaidd.
If Blaidd does not invade it means you won't receive the Discarded Palace Key.
Move on until you kill Astel. If the passage that is visible after killing Astel is blocked, get the Discarded Palace Key with CE.
Use the key to get the Ring in Raya Lucaria. Check if the passage is open after this. If not, nothing else can be done, since there are no more key items you would need to progress.

In any case, I suggest you do a new run. As tiring as it sounds, you have the means to do it very quickly. And, of course, if you need any help, 'you need only ask' :)

I have done a COMPLETE reinstall from scratch that deleted my entire game folder and verified my files and yet she still will not show up. Guess I'm the only one with this kind of problem, there is no solution that works and I've tried all the ones listed online. Guess I have a special kind of bad luck lol. Thanks for trying though.

You are far from the only one to break that quest, it's almost as common as people missing the gransax bolt for achievement. I was aware beforehand so I meticulously followed a walkthrough just for that quest.

How could he break the quest he never started? Ranni's quest starts when you enter her service, not at Church of Elleh, not by speaking to Blaidd earlier, you have to agree to serve her to start her proper questline. And since OP said she never appeared, the quest simply didn't start, although OP did some steps of this quest already. Perhaps that is the issue but... I did a playthrough once when I finished everything aside from talking to Ranni even once, got my ending and THEN decided to complete her quest because I like Astel, and Radahn was already dead when I entered Ranni's service and all steps were working fine. So it looks like some major mess with game files, as OP is using CE that doesn't even surprise me.

all the things you mentioned you did there, were just optional stuff.
Rogier is the key to advance her quest, you dont even have to meet blaidd nor anybody.
just talk to Rogier, bring him the fingerprint or whatever the item u get from the black knives catacomb then he gives you some hint about Ranni's whereabouts then ur ready to go.

just talk to Rogier, bring him the fingerprint or whatever the item u get from the black knives catacomb then he gives you some hint about Ranni's whereabouts then ur ready to go.

You keep saying this, but Rogier's quest has nothing to do with Ranni at all other than being a possible way to start Ranni's quest. You can never talk to him a single time and still do the Ranni quest. You do have to start her quest before you can finish his, but that is the only connection.

If you're looking for advice on how to do things differently next time, I've never had any issues with Ranni's questline, and I always talk to her at Ranni's Rise before starting the Radahn Festival. Just don't activate any sites of grace in Altus until you complete that part of Ranni's quest. Obviously it's too late for that on this playthrough, and it shouldn't be what caused your issue. But for next time.

I also want to echo what others have said about Renna's Rise (NOT Ranni's Rise). If the tower is accessible, try using the warp gate there to go to Ainsel River. See if you can get the Ranni doll. IIRC, you can also access that part of Ainsel from a coffin in Deeproot Depths, but if the warp gate isn't working then I'm not confident the doll will be there.

My last thought is that maybe you messed something up with Cheat Engine. Or that some other mod you're using might be causing issues. Or that there's some undocumented trigger that locks you out of her quest (Fromsoft questlines can be quite esoteric like that).
