I always talk to Ranni at her Rise before killing Radahn, and use her quest as the trigger for the Festival. I've never had any problems doing it this way. Just clear Caria Manor and talk to her before going to Altus. Even if you can still start her questline after killing Radahn, you'll miss out on a bunch of dialogue. Too late now, but this may help for future runs.
The other thing the OP might want to know is that they need to progress Seluvis's quest until they get the Magic Scorpion Charm before giving Ranni the Fingerslayer Blade, or you'll no longer be able to get the Magic Scorpion Charm on that playthrough.
The next step would be going to Nokron and getting the Finger-Slayer Dagger. She won't talk to you at the rise again until you do (blah blah enter my slumber blah blah.) Did you do that?
But, I'll also add: you cannot get the Fingerslayer Blade without meeting her at her Rise and entering her service. In case you haven't entered her service the chest that contains the Fingerslayer Blade cannot be opened and the message you get when trying to open it is: "You are not destined to open this".
She should be at the rise even if not having talked to her at the Church of Elleh or to anyone related to her quest. Seems like something is really broken :/ Maybe some progression modifiers from CE?
Oh, then by all means enlighten us with the solution.
As I pointed out I have talked to her at the Church of Elleh, completed Blaidd's questline up until the Festival, beaten the festival/Radahn, and exhausted the Dialogue options with both Blaidd and Jerren after the festival.
So if this is wrong then give us the solution, how do I bypass this step and somehow open the chest in Nokron without giving her the Knifeprint first and having her send me to retrieve the blade proper?
And FYI I have tried opening the chest and it says I am unworthy.
I know this, I have pointed it out in this topic multiple times I have done the Rogier part of it, the main and absolute core issue is what comes AFTER he sends me to Ranni and thats where I am.
I wish I had an answer for you. I do see people saying online that Ranni's quest can be started after killing Radahn, but I have no idea why Ranni isn't showing up for you. I've also never started Ranni's questline after killing Radahn, I always start the quest first. And it sounds like you've already checked most of the things that might be causing the issue.
Have you tried talking to Iji? What about checking the Forlorn Hound Evergaol in Limgrave (same one where you fought Darriwil)?
4 comments up and you will see that I have already tried opening the chest in Nokron, its a no go. The issue has never been getting to Nokron itself but instead opening the chest tied to her questline.
Iji is still in blacksmith mode siting where you first find him and he has not locked up Blaidd due to this being something that can only happen after talking to Ranni and her friends (which includes him and Blaidd) within Ranni's rise .
Figured as much a day ago, my main thing was trying to figure out where I went wrong and sadly it seems nobody can give a answer.
