Ranni Quest COMPLETELY broken for me
Hello, I've been at my wits end trying to figure out WHY my Ranni quest appears to be flat out broken. I have followed the questline guide to a tee so far and have met her at the Church of Elleh, befriended Blaidd, completed the festival alongside Blaidd by beating Radahn and yet still she will NOT show up at her Rise. I've tried all the solutions such as trying to use the Church of Vows for forgiveness (which it says I don't need) and I've already talked to Blaidd after we defeated Radahn and yet she still never shows up. Decided to use a cheat engine to locate and see just where she is spawned and weirdly enough it shows Ranni's Rise as her current location and in said engine you can even peak in on NPC exact locations and yet still she is not shown despite showing where she SHOULD be. Is there anything I could have missed or am I the only one who has ever had this issue?

You're supposed to speak with her before defeating Radahn. That said, she should reappear once the Radahn Festival is over. Have you confirmed that the festival is done? You may need to speak with Jerren and/or Alexander (if he's still in Radahn's arena) to cause the festival event to end.

Question: Did you speak with Blaidd there in the Wailing Dunes AFTER Radahn was defeated?

As I pointed out I've only talked to her directly at the Church of Elleh, afterwards I completely did Blaidd's questline before heading to Radahn and defeating him. I had heard that sometimes she may not appear unless you make sure to talk to Blaidd after the Radahn defeat which I did and yet she still will not show up. I've also already talked to Jerren and Alexander and the festival is completely done.

Yes I did, everything concerning the festival is done and yet she still isn't there.

Any chance you already gave her the Finger Slayer Blade and now have the Carrion Inverted Statue in your inventory?

Absolutely 0 chance given that its required she get the Black Knifeprint first which i still have and the only way to give it to her is within her Rise. You literally can not get the fingerslayer Blade until you do this step first and my core issue here is I can't start this step until she is where she is supposed to be which is in the Rise.
I'm not certain, but you missed a step in the questline and might be locked out.

If you also do Rogier's questline, at one point he will task you with seeking out Ranni. This will also give additional dialogue with Ranni. This isn't required for Ranni's quest, but it does point you towards starting Ranni's questline.

After you meet with Ranni, she will task you with finding the hidden treasure of Nokron. Advancing through this part of Ranni's quest is one of the ways you can trigger the Radahn Festival. Obviously, you need to meet with her before the festival starts.

The other way to trigger the Radahn Festival is activating any Altus site of grace. You can go to Altus and even use the Grand Lift, just don't touch any sites of grace and the Festival won't trigger.

Assuming here that no mods are in play and the Verify Files for Elden Ring has been done?

I'm at the part of Rogier's quest where I have to Black Knifeprint to give to her and he tells me where to find her but...the issue once again is she MUST be in that rise in order to talk to her first and I can't get her to show up no matter what. And as I pointed out the festival is completely done and Radahn is defeated and I have talked to Blaidd at the grace that spawns after beating Radahn and still..nothing.

I have done a COMPLETE reinstall from scratch that deleted my entire game folder and verified my files and yet she still will not show up. Guess I'm the only one with this kind of problem, there is no solution that works and I've tried all the ones listed online. Guess I have a special kind of bad luck lol. Thanks for trying though.

It is probably no comfort, but I had to restart when the 3-Man meeting at the bottom of the rise would not trigger for me. :(

This does seem to be an especially fragile quest that is prone to getting soft-locked.
I did a search and I see other people saying they were able to start Ranni's questline after the Radahn Festival, so you might be fine.

Double check that the festival is actually over. Easiest way is to see if there are enemies appearing in Redmane Castle (e.g. the flamethrower footmen right before the first boss arena).

Verify your game files.

Make sure you're at the right Rise. It sounds like you already confirmed her location, though.

Other than that, I don't know. I guess next time just make sure to meet with her at her Rise before starting the festival.

You need to do Rogier's questline before joining Ranni as he will ask you to do so. You don't need to do it to do Ranni's questline. You need to get the fingerslayer blade to continue the quest.
Sounds to me like you already got the fingerslayer blade too. She disapears after that, and Renna's rise becomes unlocked, allowing you to port to Nokron and find her doll. That continues her questline, but she no longer shows up at Renalas rise after she is given the blade. The next time you see her is in the isolated platue in Liurnia that you teleport to after beating Astel.
Some clarifications:
Radahn is not connected to Ranni's quest to the point that it can 'brake' her quest in any way. It can only 'progress' her quest.
You can enter her service without ever talking to Blaidd or Alexander or Iji or Seluvis or Rogier.
You don't give Black Knifeprint to Ranni at any point. And you don't need it for her quest.
Jerren is also not connected to Ranni's quest to the point that it can 'brake' her quest
These points are certified by my own experience (100+ times finishing the game. 10 times full quests)

If you don't need absolution I guess you haven't given her the Amber Draught (although this doesn't make her dissappear)

As Gamerzilla pointed, it sounds like you've given her the Fingerslayer blade (that you get in Nokron only after defeating Radahn).

Did you kill Astel Naturalborn of the Void? (There are two Astels, you need to kill this one to progress Ranni's questline)
After killing Astel, there is a 'fog' that can only be removed by getting a ring in Raya Lucaria Grand Library

Make a copy of your save file and progress to the point where you give her the ring in Raya Lucaria Grand Library .
She is supposed to disappear, that's why I think there is still a chance to get her ending.
If she is not in her final location, then the quest was truly broken at some point.

Also, are you using any mods?
