DLC Level Range?

So I've seen a few things online about the ideal level range to start the DLC is between 120/130 to start and then ranges up to 200.

With exception of the DLC release window (I'll give it like 3/4 weeks) before I started noticing that it was getting harder and harder to find others for Coop outside of the main path (main path refers to running through the DLC directly and not doing side dungeons).

I've got several builds that Range from 125 to 200 and I hardly encounter other players in the side dungeons.... Is the DLC area just becoming a pvp zone now or did I miss a memo about the level range for DLC?

For further information, I'm at Max Upgrade on weapons.

When I started the DLC I was max level 713 and not even once did I feel that the DLC was too easy, hmmmm interesting developers' concept
