Boc the Seamster doesn't ask for the golden needle

I bought both Renala's and Radahn's set and I also picked up the needle. However when I speak to Boc ,who is located at the Lake facing Cliffs, it doesn't give me an option besides to alter my armour. How can I get the option to appear?
