As far as str vs dex, level up based on what weapon you’re currently using/comfortable with (look at its scaling).
You can always respec later in the game just in case you eventually change your mind
Until your vigor hits 40 don't level anything else unless its 1-2 points in str/dex to get access to a weapon class. Once you hit 40 vigor you will have had enough experience with the combat system to make a more educated choice on what kind of weapons you want to use.
You will also have made it far enough to the game to have gotten access to a few unique weapons with unique ashes of war or other scaling options such as arcane.

Point for point, you will gain a bit more damage from Str even at equal scaling. A Quality type weapon is not a good idea. They will pnly do more damage once you have like 40 to 60 Str/Dex then your standard scaling. The letter isn't everything, because it also cause lower the base damage of the weapon. But on my Lvl.300 Quality is the way to go.
For starting, focus on survavibility with plenty of Vigor and Endurance. Boost your Str by the end of the game since a max upgrade weapon will grow more damage with every stat point.
