To everyone who's having the freezing speed up bug, try this.
I've tried everything and after looking around, I finally found a fix although performance still isn't perfect. I sent this solution to a few friend and they told me it works. It'll stop the bug where the game freezes on occasion for half a second then speeds up for half a second so no more risk of accidentally falling off ledges when it happens.

Go to "Device Manager"
Click the "View" tab
Click "Devices by connection"
Click the "View" tab again and click "Show hidden devices"
Scroll to the bottom to find "Xvdd SCSI Miniport" and right click. Then left click Disable.

The game should now no longer have the issue after you restart your computer. If the issue mysteriously re-appears despite it working previously. Uninstall the device and restart, the device should re-appear and you can disable it again. The problem should be re-fixed.

This has been making the game unplayable for me ever since release. thank you. and thanks to from software for making us have to disable drivers placed on windows by MICROSOFT THEMSELVES to make this game run properly! truly the dark souls of making a game run properly.

Turn off "Global C-State Control" in UEFI (BIOS) if you have an AMD CPU

It's a 'power-saving' kind of feature that lets the threads sleep and when Elden Ring calls up these threads from sleep it stutters and freezes a lot

Update: uninstalled Xvdd SCSI Miniport and restarted my computer but I still get stuttering in Elden Ring :(

I'm pretty sure it's related to shader compilation because I noticed my GPU usage drop to 0% every time the game stutters. And no it's not a power or temperature issue. I had the same problem on another computer too, and I've seen tons of posts about the same problem

are u playing on fullscreen windowed or just fullscreen? I get alot of stutters if i play with Fullscreen windowed while watching a youtube video. with fullscreen this it does not happen. strange

This is your bluetooth devices going into sleep mode/waking up, my wireless mouse and keyboard will freeze the game if they go to sleep, i completely fixed it by just turning my mouse and keyboard off when playing elden ring.

At least, for me.

Turning off global c-state control completely messes with the way the CPU is supposed to work, and should not be necessary to make a game work properly. None of these workarounds should be required to make a game work properly. From Software should fix their game and make it work properly with a normal Windows computer that is configured in a normal way.

It's fcking works, before this i had to turn off core 0 which require eac to be disabled
Now i can play without any shuttering online

i told you several times that something at your system is not working correctly and that deactivate core 0 for this game is no solution at all.

you should have listen to me weeks ago.

Disabling C-States limits how much the cores can boost when needed.

It has nothing to do with boost, you're talking about Precision Boost Overdrive

After doing the following:

- Uninstalling the Xbox App, and all Game Pass games
- Disabling and then uninstalling Xvdd SCSI Miniport
- Disabling controller vibration in the game settings
- Disabling Global C-States in my BIOS for my Ryzen 7950X
- Updating my BIOS on my ROG Crosshair X670E Extreme motherboard
- Updating my Geforce RTX 4090's driver
- Verifying Game Files

I am still experiencing this issue.
