Unfortunately, they do not respawn. However, there's a smithing stone bell bearing you'll soon acquire that allows you to purchase however many you want from the twin hags at the Roundtable.
but you can get ball bearings in the world and from mobs which lets you buy smithing stones from vendors

ok so it's dead i'm too weak to go there, i don't even have access yet.

Only one, i wasted it on the base game weapon, but the other +7 are in altus plateau and giants mountains, there's one in the volcano manor but i can't find the way to reach it, i mean i wander in the volcano area but the thing is on a corpse above and i can't find the way , giants mountains i can't go, i can't pass this boring knight with mount with his flame balls and boring tunders.
if i could enter the mountains of giants i could pick up one stone easy.
there's one also in the city on the water dunno the name, not far from volcano manor, but i cant find the way to that city.
it's just awfull.
Quickstep makes him notably easier, as dashing around and behind him causes him to use more predictable / readable attacks.
By castle on the water / flooded castle you probably mean Marais Castle.
I don't wanna spoil anything, so do mention if you need a bit of help with directions.
it was the shaded castle but it's only a +5 now that i looked again, so it's useless.
i have +8 and +9 but i can't upgrade without this +7, i really need those extra dmg , it's very frustrating.

The ones you had are a rare gift you found somewhere, like a preview. Probably from beating Caelid's Northern part which is basically a late game area in disguise.
You are meant to be plathing this area with a +5, its normal. Its basically exactly half-way through the upgrade path for Somber weapon, perfectly reflecting the fact that you are in the dead middle part of the game.
If you somehow find a +7 and upgrade to +9 you will pretty much upgrade your weapon to an almost maximum and make the rest of the game notably easy until you reach the proper end game that expects you yo have that kind of power.
