I can tell from 2 installations Windows and Linux that it runs perfectly stable on 40 Series cards in 2K.
So as a first step try to update your drivers or use NVCleanstal to make a unbloated clean NV driver installation. Also the new AI-Tool from NV is known to cause issues on many games like this.
try, first select win + r then type prefetch and delete and then %temp% and then temp and then in last type recent.

Why do you blame the game and not Nvidia?
As @Darksidewalker said, it runs perfectly on 4000 and I can confirm that this is the same case with AMD 6000 too.
Maybe Nvidia should make better products or drivers.
i don't notice any drops anywhere
