Don't know about others, but balancing was never FromSoft's strong side. They just kinda throw things together sometimes, it's more of a lore spell than an actual useful mechanic.
Follow up by getting behind the target while they're standing up, hit them a few times. It's great.
iirc golden vow buffs physical damge done and mitigates damage taken. dragonbolt of florissax (DoF) matches golden vow in terms of damage mitigation, but lacks the physical damage buff. but in the case of a tarnished that is a pure caster (which is pretty likely for any character with the stat investment required to cast DoF in the first place) then they wouldn't really be losing anything by choosing DoF over Golden Vow. kind of a niche use case but it's viable!
