Maybe "damage buffs" were nerfed, the Golden Halberd for ssure was not neither the enemies were buffed.
Maybe that is it. I tend to use Bloodflame Blade incantation on an Uchigatana. The damage feels so weak now and I definitely remember it hitting a lot harder about 8 months ago.

Plenty did after release. Lots of heavy weapons from my recollection in terms of recovery time after strong attacks. Poise damage on colossal hammers were changed significantly. Some spell costs were altered, and some under-utilized talismans got some love. I believe the hammer talisman was on that list.
That's certainly not the full list, but it was a while ago and there were several patch notes in the month after release. I didn't include it on the list, but Arcane got a fix, which I suppose you could call it a buff. Weapon damage wasn't scaling correctly with the arcane stat. Anyway, that's just a few items. Anyone else, feel free to add on to this list.
Edit: one of the major "buffs" was the prevalence of Smithing Stone 1. They were very rare at release where you found everything but 1s, meaning that your standard weapons were very weak if you experimented. They increased the drop rate and made them far more numerous to find in the world. I know they did this for Smithing Stone 1, not sure if they buffed any of the others with it.
