People generally just don't care about it. It's rarely ever enforced against the average joe. Just look at how many people download from illicit sources that dont get slapped.

I can think of a few sites that are hosting the files right now.
They'll continue to exist and host them for a while.

Secondly, if you want to play a previous version of the game. You can legally do that. It's fine. If I found an older version of a film at the public library I can watch it and it won't be illegal.

Point is, people dont care. Some people don't care to the point where they crack games and upload them on illicit sites while others download those files.
It's almost like some guy on a thread saying "You can't do that, its illegal" is hilariously futile and achieves literally nothing.
