When standing still and not moving the camera, everything is very noticably more bright.
When standing still and moving camera at enough speed (not too much but constant), everything gets more dark.
While playing the game this changes btw each of these two phases, dark and bright. Which is giving me headache and my eyes hurt.

This is most noticable when the sun is shining in that area. So I guess I can play during nighttime for now in the game. Very noticable on grass but almost none existant while dark. Vet surface or rocks at the beach, not sure what that area is. On the sand its fine. Caves are fine also.

I have tried changing all of the settings in game and none of them reduce the issue enough.

The problem seems to be that the game is forcing me to play in HDR when I have it set on OFF and I cant even change it to ON

I have the newest nvidia drivers
windows fully updated
Intel(R) Core(TM) i5-10400F CPU @ 2.90GHz 2.90 GHz
NVIDIA GeForce GTX 1660 SUPER
Ram 16gb

FIX: alt tab until it fixes itself, this worked for me.

First time I alt tabed the game was in a borderless window mode on part of my screen where the issue randomly disappeared.
Then I hit alt enter and game changed to window mode with a border.
Then I hit alt enter again and game is now running like it should in full screen..

This means you can also swap btw borderless, window mode and fullscreen until it might fix itself. I wish you good luck and hope u get the best out of the game.

You are quite right that this is a HDR issue, I can replicate the same effect on my desktop if I turn on HDR on my monitor. Then certain texts on steam will react the same as in light and shadow does in Elden Ring.

The HDR on my monitor and in game are bothe turned off. I hardly ever use it in games.

but yeh the problem fixes it self if I spam alt tab until it just goes away. I have no idea how to permanantly fix this though.

well all tv now day have hdmi gate u can plug in with ur computer
ur u can borrow ur friend monitor to test out
also u can try to run an old game that work fine before
the problem may come from ur monitor
also u could check back ur graphic setting
if the game running at resolution that isnt native to ur monitor it ll ♥♥♥ up ingame color and light too
same go for fulscreen mode

I play many other games and dont have this problem.
I know the native resolution of my monitor and I usually use that.

Same with me, I have an AMD GPU but was having the same issue. Fix was the same. Looks much better now, thanks!
