STR is viable at all points of the game. You just have to build for the right weapons.
Try to use Raptor of mist Ash of War on an heavy weapon that can take it.
Dual weild those heavy weapon and try it, jump attack damage should be insane enough to one shot anyone, especially no one espect that Ash of War

I did str/faith at the end of my playthrough. Ran bloodhounds fang + magma wyrm scalesword, jump attack talisman, and used flame grant me strength + golden vow. I killed elden beast right after the first ring he does (basically before he does anything). Godfrey as well I killed in like 20 seconds.
Most of the game before that point I ran bloodhounds fang by itself without the faith buffs. Technically that's more of a dex/quality build, but I mean I could just pick a strength greatsword and then it would be a strength build. It worked fine.
Worst case you can overlevel a bit and find up to +9 from dragonsbarrow, and you've pretty much got a free pass to every boss up to fire giant (or maybe whoever you fight after him. That boss is really easy so long as you have enough armor/vigor that he can't 1 shot you, which I don't see why you wouldn't when strength is the only damage related stat you need).
I guess arguably you might need more levels/upgrades for the same difficulty level, but the point is that if you want an easy time you can still have it with strength.
I assume when people say strength, they mean colossal, not strength the stat. Even then you could probably beat pretty much any boss through hit trading (and obviously dodging powerful moves like malenia's waterfowl).
Some of the other late game bosses are more vulnerable to the strength builds. Although rivers of blood is just really good so its probably better against almost all of them.
