It's better design to make players decide, do I want to cast faster or stronger, rather than giving both for the price of one.
I would buy this a little, but the cast speed increase gains are so incredibly miniscule that it is always (caveat: not if you're level 500 or something) better to invest in damage. The disparity is so extreme that there's no functional choice to be had, and especially not when you can get something like 30-40 levels worth of cast speed investment by just tossing on a talisman.
Dunno why they decided to hand out so many memory slots in er when most spells besides a few only take 1.
My Dex is like 72 but I don't notice faster incantations. What Dex value do you need to see a difference in speed?
