The effect is permanent and cannot be legally removed from places where it is present; sometimes, it APPEARS to go away because, when you leave te affected area and reach a clear zone, all the sourrounding terrains look clear, too (much in the same way in which, if you look at Caelid from Limgrave, you'll see it much less reddish than it actually is when you are there). If you go back, the snowstorm will quickly reappear
