I see the game is patching too so once it's done maybe I'll get lucky and it was a bug.
I use mods using Mod Engine 2 which requires no manual changes to vanilla files, and have had zero issues switching between the two.

The 'inappropriate activity' message is different to the '180 day ban' message. Your solution would not work in this instance.
I am 100% positive I have never played with cut content on anything other than Seemless COOP.
It isn't illegal to play with edited files in offline mode so it's not like I could get banned for simply changing files.
Like I said I've been doing this a while the only thing that has ever happened is I get forced in offline mode.
I've never gotten any warning of any sort.
The inappropriate activity message in most cases is due to file corruption, which can be usually solved by verifying the game files.
Never play the same char or savefile in mod and online. This can cause a ban.
The other thing is you said you put back the Regulation.bin which one did you put back today ? The Version 1.06 from befor the update or did you put back the 1.06 Version and made the Patch after this ? If you put in the Version 1.06 to Version 1.07 you have used the wrong file and deserved your ban by tempering with gamefiles.
It worked for me in DS2 and DS3, the family shared accounts had no restrictions on multiplayer.
