The rules:
1- Parry or golden parry ash of war
2- Use dagger,claw,small shield,medium shield
3- Git gud
as things are, the main advantage of small shields is their weight.
to explain a bit further , you can punish through ashes of war which was hardly a viable option in other DS games.
Now parry is just an unnecessary risk in comparison to your other options.
However, that doesn't matter.
As aforementioned, there are two Ashes of War that give you the best parry in the game, and you can put it on any non-Greatshield you desire with no repercussions.
... yeah. Ashes of War in this game are all around stupidly broken.
1. Medium shields typically give you 7 parry frames; the buckler (small shield) give you 14 or 15 parry frames.
2. Not all attacks are parry-able.
3. Some enemies, especially bosses require multiple parries before you can reposte.
4. As others pointed out, there are ashes of war that make it easier and even allow you to parry spells.
On my first playthrough, I didn't parry much aside from the cruciable knight in the evergaol. My recommendation is to avoid parries and just dodge attacks. If you want to use a shield, ER added a counterattack move that you can use after an enemy strikes your shield or weapon when blocking. This move does big poise damage and is generally safer than parrying.
The buckler is like the fastest at something like 12 open frames.

If you still want to learn it. Do not rely on some ash of war. Learn it the old school way. Buckler is the way if they didnt touch ds 3's frame data in regards to it.
Against crucible knights and the bell bearing hunter tho.. it has merit to learn their parry timings. Makes them easier and is managable.
parry makes malenia fight easier, as crucible knights too. Other fights parry is kinda useless.
Different enemies have different parry timings because of the different animations and hitbox so you have to practise to learn the timing. Then you can parry everything all the time.
Also, use the Misericorde for max riposte damage.
If it just doesn't work for you, put Flame of the Redmanes on the Misericorde and stancebreak everything by spamming it for your riposte satisfaction.
