Report a translation problem
In my experience I didn't really do dex and arcane as I focused on one or the other. The ability to proc major bleed from say a bloodfiend arm or piercing damage spear would take my focus of arcane over dex exclusively outside of stas to wield. Katanas and the like would be dex based but I would use blood flame incantation to add damage.
Edit: dex I don't think will bring blood numbers up but the damage it does with the addition of say 45 blood or whatever it is. Blood infusion affects the bleed number which is where a high arcane will absolutely decimate each time it procs. So you would have to play with the configuration and see how the stat distribution looks to you based on what you want to happen. But blood would ideally want mostly arcane imo.
Take what im saying and then verify cuz I may be way off.
i think 45 is the cap for status buildup, yes, and yeah, Blind Spot really even the score against some enemies. better than a shield
tl;dr I'm back to offer the peak advice of "just hit the level cap"
