Just equip both weapons on both hands.
Using two weapons at once is called power-stancing. First, you get a weapon for each hand. They don't need to be same, only of same class (there are some neat exceptions - for example, Wakizashi can power stance with katanas, and Main-Gauche from dlc can powerstance with thrusting swords, despite both being daggers). You must hold each weapon in a separate hand (no two-handing). Then, if they are of same class, you press what you normally press to BLOCK to attack with both weapon in an unique stance - hence the STANCE. You cannot block that way, since block input gives you dual attack, so you sacrifice blocking to get more attack power - hence the POWER. There are a few weapons however, that are already paired. You can see it, if you one-hand the weapon and see it's copy on your hip. This occurs with all claws, fists and backhand blades, as well with some other, unique weapons from other classes. If you have such weapon, to power-stance it you merely need to two-hand it. Then press normal attack to attack with both weapons, and block to block!
Or, you can two-hand a weapon. It's B + right button on gamepad to two-hand a weapon in your right hand, or B + right trigger to two-hand a weapon in your left hand. You get a special moveset and some bonuses (like your Strengh being counted 50% higher).
Usually, when two-handing your character will grip a weapon with both hands. But with some (Cipher Pata or Starscourge GreatSword, for example)-- (s)he will produce a second weapon and have it in the other hand. (Yet -- you would not need a second weapon, and it will still count as two-handing, rather then power-stancing. Abit confusing, I know...)
You can get 2 Uchis easily tho. Just start as Samurai - he already has one. No NG+ or trading required
