am i not understanding how it works or something? its supposed to be this massive damage spell...its not....or am i just not letting anything live long enough for it to pay dividends.

the secret of any procs is to have leveled arcane also very high because it will overcome the mob resistance for another followon proc also rotten breath can stagger movement and interrupt attacks.
i would recommend the dragon communion seal thingie because it will bost dragon art and have s-scalling with arcane if fully upgraded.
as it will drain your fp points very quickly the mimic could spam it together with you and it will never will run out of breath as you will with enough mind or blue flasks.
unless you want to rot breath a mobile boss dont use targetlock instead sweep left and right to make deadly cone attack to clear a flock of dangerous mob.
for the mobs that resist rotten breath try using the icy breath a lot mobs will drop like flies in drows one of the best combat animations ever publishing within a game.
if you got a second to bring it out undisrupted or can reapply a second foul breath a lot of impossible things are possible but you will be become very vulnerable during the start of he animation and you will become dry of fp very quickly.

The secret of any procs except Frost and Rot, lol. Frost and Rot never scale with Arcane, even if a weapon/spell has arcane scaling through infusions or seals. I am unsure about Deathblight and Madness because it is hard to test, but my guess is that they do not scale with Arc either. Things that SCALE with arc are:

Poison and deadly poison
Blood
Sleep

No, this is not a frostbite or hemorrage proc. Rot procs causes no "stuns" at all when applied, also arcane has no extra effect at all piercing rot resistance......in fact there is no "tool" in game to make a boss/monster more vulnerable to root.
