why would it change? it never has after being decided upon for any other dlc in any other souls game.
I think higher than 150 is reactionary to DLC shock, and people not gathering / having not yet found shadow fragments as much as they might in the future.
What I'm doing:
I have 6 of my characters through the DLC now, and I've put them all to 150 flat.
150 is comfy, you can pad end for decent equips, you're not saccing vitality, you can afford a mind pool when that's a thing. Feels good.
My other characters are 80-90, and are part way through DLC. I want to cap them at 100, and will try to stay where they are, relying on skadu to give me boost where my skills are too low otherwise.
The intent being to have those ones more tuned to invade with advantage of dlc stuff vs the naive host.
Thing like bullgoat talisman and beast claws with bloodflame are working well so far, or night claws. The kick arts and blooms 2x WA should work well too Im hoping.
If you want core game stick to 150
keep in mind the entire point of the soul level community cap is for when the game dies down, the longer this game goes without content, the more you're gonna wanna stick with the expected meta to find people.
thats why it also wont really change without good reason, the more people who remember 150 the better.

Console all multi-player is hot right now.
150-200 is instant access all day.
150 if of course gonna be the most active cause it is the meta, 200 is too cause its not far off and there is some wiggle room in between, but its obviously less and you can see it during non peak hours.
I have characters from 125-200+ and they all have no problem summoning, getting summoned, or invading in any of those characters. I really don't think there would be an issue if you keep a character at 175 for pvp or co-op. That said, there are tons of larval tears in the game, so if you wanted to try out different builds you don't necessarily need to level up your character (especially considering you can't level back down).
One thing I noticed with 175+ characters, is that if you co-op bosses, you tend to just absolutely steam roll the bosses with other players at those levels, it isn't much fun. If you keep your character at 125, you get more people who genuinely need help, so keep things like that in mind as well.
