Can you get locked out of the festival?

My brothers playing on the ps5 and he hasn't been able to get the festival to start and google isn't helping. He killed the pot guy, didn't find the wolf guy till the castle, Ronnie isn't in her tower and he made it to the grand lift. There's a bunch of npcs at the festival but the guy that starts it isn't there does anyone have any ideas that may help?

I dont think you can, progressing enough in the game should probably trigger it

I think, you have to rest in altus plateau to trigger it. (Or progressing Ranni's quest )

"Redmane Castle has two states. At the start of the game, it will be populated with enemies, all rooms will be reachable, and the final plaza will contain the Misbegotten Warrior & Crucible Knight boss fight. However, at some point during the game you will trigger the Radahn Festival which will change the state of the castle considerably. There are three ways to trigger this:

Activating any Altus Plateau Site of Grace (The Sites of Grace within Volcano Manor don't count, so in order to activate the festival from the Raya Lucaria teleport you must defeat either the Abductor Virgins or Rykard).
Informing Blaidd about Radahn in Siofra River (This requires Ranni's questline).
Talking to Iji about Jerren (This also requires Ranni's questline)."

He found wolf guy? There is a bug that turns him hostile. That can lock you out of the festival until you undo it at church of vows.

He can't do Ranni's questline because the wolf guy waiting the at festival and the plateau sights of grace don't do anything. Oh and it wasn't the bug

Tell your friend that is completely his fault for killing NPCs indiscriminately that stuff is getting screw over.

Your brother needs to post for himself. Trying to diagnose a problem through a 3rd party is nearly impossible. Either he posts so he can answer questions directly, or you help him. :)
