Report a translation problem
I had the same problem on my previous PC with a different monitor and now on my new 4k PC and 4K monitor.
Both AMD Cards and systems.
This is a monitor issue, the fact that recording it did not reproduce the phenomenon should have tipped me off. It's called pixel overshoot or (inverse) ghosting or motion blur; it's a bit unclear as a lot of these monitor problems have overlapping causes.
Unfortunately, aside from buying a better monitor, the only solution it seems you may try is to fiddle with your monitor's overdrive settings; set it to low or medium and see if that works. If there are other potential fixes, I did not find them.

I fixed that problem by turning down my sharpening on my Monitor. Not sure why, but it worked. At least in my case it worked. Not sure what else i did, but i didn't need a new monitor.
Wish i could be more helpful, but that's all i had to do in my case. Sorry, but i hope you can fix it somehow.
