She's condeming Malenia's actions, dooming the entirety of Caelid to try and kill Radahn. I don't see how you can read it any other way.
Genuinely, I don't see how anyone can say that a General losing his entire realm and being reduced to a zombie is a win, Radahn legit lost everything in that fight, his people, his cities, his region and himself, I can understand arguing it was a draw, since Finley carried Malenia away, but a win for Radahn? Come on now.
I don't even like Malenia, but this Radahn riding is insane man.
After the dlc though, it seems more a bit reasonable to argue Radahn won assuming his objective was just to survive. he seemed to want to avoid dying at all costs in order to avoid being resurrected as Miquella’s consort
That said, imo it’s still a loss for Radahn - since he didn’t kill Malenia, she’s bound to wake up at some point and return to finish the job when he’s in a weakened state.
after some time malenia is in better shape sure... but that doesn't change the fact that she goofed on the battlefield and had to be saved.
plus radahn is still technically alive so.... claiming that as a victory is like an old boxer saying he won a match where he got his ass kicked because 20 years later his opponent has brain damage and he doesn't
We also see Radhan standing above her with his arms crossed, no visible damage, and seemingly waiting for her to make the next move with a major "huh, that's it?" aura. He picks up his swords only after Malenia re-attaches her arm and willfully chooses to continue the fight, implying that he was either giving her the option to surrender, or simply that he's an honorable guy.

So yeah she failed her mission, big L very dumb.
When she says "to meet Radahn's measure," she's quite literally saying "to get on his level." Because she wasn't originally. She abandoned her pride and did the dumbest thing imaginable just for a shot at winning, when the narrator clearly says that no one won at the end.
Radahn: considered the strongest demigod and studied gravitational magic for his horsey.
Malenia: presumably blind, easily parried, uses a dex weapon, rotting, amputee and nudist/foot fetishist.
Obviously Radahn won.
So the fact that Radahn, a demigod, was giving Malenia, and Empyrean, a run for her money is kinda insane. Dude was on an entirely different level.
So yea i love malenia more :)
