Also I know what you mean about the skulls I was literally getting insta killed from getting stunned into them. I was manually trying to roll through each one when I watched a video I realized the dude just ran away the whole time. So that's what I did and it worked out basically you just have to disengage from the whole fight to live through that raining skull move.
Idk why people are spamming how easy of a fight it is when one your hand is forced into using a specific weapon for him and two he has moves that can autokill you very easily and require you to run around a massive arena to live and unlike Rykard or something you don't have a horse when you do it.
that said i got summoned 5 times for rykard yesterday and i got so fed up with it that i just blocked the summoning pool (the only one i've ever turned off)... so yeah
I know i would love to not see the Storm Ruler or any form of it ever again in future games.

if you want to make the fight ''more fun'':
-try status build (frost/bleed works wonders, you can even kill him with just a pulley crossbow)
-try high poise build (or iron flesh) and go nuts in the lava
-use spells that cause multi hit and status (for mage builds)
-bait the snake's head and punish it with regular melee builds (this is really not fun)
