It seems that eye seals (soreseals, actually) are something like control devices, keeping their owners in control of the greater will.
"Solemn duty weighs upon the one beholden; not unlike a gnawing curse from which there is no deliverance."
Ranni and Melina however both opposed the Greater will in some way. Melina wants you to burn tree and challenge the gods, Ranni wants to get rid of Fingers and later of the cosmic influence on this world. It would be natural if they were implanted with such eyes at some time, and then took them out to unleash their true nature. Just like Messmer does it out of desperation during his bossfight.
A neat little theory
I haven't gotten in to the dlc lore myself but it seems to me that "melina" fullfills one step of the way towards "rannis" goal and "ranni" the last by ofc using the chosen tarnished. I think it's the same person.
Melina is definitely a different person since she has the unique power to burn divine trees, shared with her brother Messmer (dlc lore). I doubt Ranni would have needed Fingerslayer blade and stuff if she got that power, also her goal is different: Ranni wants to become a god and get rid of greater will, Melina wants to pretty much keep this world as is but wit you as Marika's new lord. Besides, Melina freaks out when you inherit the frenzy flame while Ranni doesn't give a damn.
But ofc it could just be a practical way to emphasize the importance of riding the horse through npc dialoge by the devs and there is no connection between the two npcs in that regard, and it's just a little bit clunky implemented in terms of storytelling and a little bit 4th wall breaking.
Also I'm curious to find out more about messmer and more stories about eyes. It seems Fingerprint grapes are just the beginning and there is more to it.
