Weapons that do not have scaling will have naturally higher AR or gimmicks to make up for it.

Crossbows, etc. you will need to upgrade it.

Generally every weapon class has a weapon that has higher base AR than others, HOWEVER there is no such thing as raw weapons in DS: if base ar is high, scaling will usually still be efficient even at lower letters. Some unique (somber) weapons have high base ar and low scaling for balance purposes, f.e. greatsword of damnation. Still, the closest thing there is to raw infusions is, frankly, aow buffs - they do not scale at all, and are most effective on lower levels. So if you have a Vig/End build, you better get a weapon that has a skill that adds flat damage to it, like Dragon Halberd.

Oh, right, crossbows (ballistas and cannons too) have no scaling at all

Yep sorry if I miswrote, wanted to see what weapons had the highest base damage when fully upgraded before you slapped on levels past their requirements. Testing out what weapons would do great at medium level while putting stats into other skills.

This would be easier using fextralife wiki, it has some neat info. As a rule of thumb, always go Str (since two-handing increases your str when calculating damage). Most weapons have a softcap of 45 and hardcap of 55-80, depending on a weapon. Dragon Halberd is probably best somber low-investment weapon
