the only thing you can really offer to players that will invade one way or another (hi) in terms of incentive are ways to mitigate the costs of invading. i like the idea of covenants but the rewards will only make sense to an invader if they can be used during invasions and mohg's rune is halfway there. give me phantom crab to eat and phantom resins to use.
On top of that, after being invaded by some of those covenants. A new player may become interested in trying it out themselves. I know I for one wanted to become a Rat Champion after getting killed by an enemy player with a trap, and eventually try other covenants as well. Many of them had interesting, and unique summoning conditions. It'd be cool to see maybe a rot focused covenant offering items that grant high immunity and get summoned automatically (of course with a talisman/something enabled first) to a hosts world who's attempting to pass through this treacherous area. Or the haunting DLC zone!
It's not a live-service game, I think Fromsoft have little incentive to keep the game "alive"
Oh and that mechanic still function nowadays, so maybe be honest and tell us what you REALLY want in veil of this.

The Blue Sentinels grants these protectors rewards, and ranks and with gaining ranks you gain a bit of personal connection with your faction. A loyalty perse, meaning even when you've collected all the awards you might just stick with your faction and continue helping new players in the future
