you can use it infinite times, just kill your character to turn off the transformation and you can use it again later

It's infinite. And looks better than the other dragon form that more resembles a pig man.

Yes, reusable item but must be naked to use it. First use activates dragon form, any uses after that give you a 60 second buff to casts. Priestess' buff is to Dragon Cult spells, Rock's is to Dragon Communion.

The buff from the Priestess Heart only lasts for 60 seconds, not for the entire duration you are in dragon form. So, while you are in dragon form, you will need to reactivate the Heart every 60 seconds to maintain the buffs. Which seems a bit questionable, in my opinion.
