Waiting to get talisman slot number 4 before going in is a good idea too.
Even if you go in their at level 150 you're going to fly in levels if you're the kill all on sight kind. I didn't do any real farming (outside of occasionally testing new weapons and spells) and came out of the dlc around level 250
I suppose that's going to happen when you're basic one-shot wolf is suddenly worth 2000 runes, nevermind everything else :P
Shadow lands monsters from the very beggining can be considered post-Halightree content but if you are eager to start with the expansion just after Mogh!
There's no such thing as being overlevelled thanks to the upgrade fragment system, the main limiting factor is gonna be being strong enough to beat Mohg.
Whatever level you feel comfortable fighting the endgame bosses and beating Mogh should work. I went in at 155 or so and it felt fine.
