Yes, Gurranq and Malekith are the same person. However, Farum Azula exists outside of time, so killing Malekith there has no effect on Gurranq.

Faram Azula exists outside of time, so killing Maliketh there doesn't affect Gurranq outside (and killing Gurranq outside won't let you skip Maliketh in Faram Azula).
