Can't continue Sellen quest

I implanted her soul gem or whatever it is into the puppet in Seluvius' hideout. Supposedly I have to talk to Jarren but I can't find him at Redmane castle, nor can I find the "throne room" (unless that chair in front of the church is the "throne room"). He's not there anyway. I have gone back to shackled Sellen's location but Jerren is not there and nothing happens. I have gone to the Academy but Renna is there and no Sellen. I have gone to Sellen's original location but she's no longer there. What step am I missing or is this just a bug?

Jeren should be in the room right next to the elevator leading to Radahn's arena, just past the boss room (or the room where you meet up during the festival).
It should be after defeating Radahn, in case you have not done it yet.

EDIT: After putting her soul into the puppet, you should have two summon signs Just outside the room Rennala is in, one to help Sellene, the other to invade her.

Return to the cellar where Sellen was stuck to the wall. Jarren will be in the room when you return, and will state that he doesn't believe Sellen is dead, but she somehow survived. After this you have to return to Melania. Leave the room and you will find two summons on the ground. The red summon will be for Jarren and the yellow will summon Sellen. After that you fight either Jarren or Sellen based on your summon. I hope that helps.

I couldn't find Jarren, but I could find the two invasion signs. I would think talking with Jerren would be a requisite for the signs, but that's how ER handles some quests. Well, at least I explored Redmane castle which I might have not done otherwise. Thanks.
