Hyetta not spawning at lake facing cliffs

i just started NG+ and wanted to get the frenzy ending, but npc Hyetta wasn't there.
can i still get the Frenzy flame ending if Hyetta not spawning there?

shes not needed to get the ending at all, you'll just miss out on the seal.

did you do irina's stuff?

im pretty sure the only thing you specifically need to do it talk to irina to get her note, so try that and warp back (and take a sit perhaps) and see if she shows up.
