Cannot Summon Torrent sometimes

Is there a reason Torrent stops showing up in a place he otherwise would?
I was on ..."Monkey Island" (stone dragon) after you go through the cave the monkey friend guy was beat up at. While exploring Torrent wouldn't show> I thought maybe its not allowed while on the island until I saw someone else using Torrent in a bloodstain as well as the white ghostly players. Then it worked for me a few times and then stopped again.
Is there a limit to how many times you summon Torrent within a minute or something?
