Regarding the Evergaol, it isn't right next the Manus Celes and the cathedral ain't Carian. Manus Celes means the heavenly hand, it refers to the Two fingers (The DLC confirms this bit), the very fingers Ranni is there to slay.
Finally, Ranni didn't seal entry to that church, you can access Manus Celes without even attempting Ranni's quest by falling from Deeproot depths and then crossing the lake of Rot.

Also she for sure locked Alecto up. Also yes the cathedral is Carian Ymir is literally the Carian high priest. Even if it isn't technically carian though i doubt that the moonlight alter itself certainly is.

The Finger churches might have been old Carian churches, but since the time of Rennala, the moon(s) became the primary influence over the Carian family and Raya Lucaria. People studying the currents of the stars were vilified, like Selen. Ymir himself had long since abandoned the study of the moon and was doing his own thing.
My point remains the same, Manus Celes is not a place of power for Ranni, it was a place where the power that intended to control Ranni resided and using your own reasoning of (relative) proximity, it is more likely that the fingers had the Black knife leader trapped in there.
Also,I reiterate, Ranni never Barred access to this place, if anything Morgott prevents us from reaching this area.
No it's Literally a Carian Magic Seal Placed by Ranni that prevents anyone without the consort ring from getting onto the moonlight alter this is an argument you can not have it's literally what happens in the game. if you beat Astel outside of Ranni's quest the way is literally sealed shut by Ranni. Morgott has nothing to do with the moonlight alter you don't even need to fight Margit to get up there so long as you follow Ranni's quest.
My bad again, I'm conflating Ainsel main/Lake of Rot with the plateau that follows it. That place is indeed barred off until you help Miniature Ranni.
But that still serves my point, if it was indeed a place that the Carian's/Ranni controlled, why wasn't Ranni just sitting there waiting for the tarnished to bring her the Knife?
Let's take an example, Morgott prevents us from moving beyond Leyndell and we can't get to either the Giant's flame or the Frenzied flame till he's dealt with, this is precisely because those are the only two fires that can burn the Erdtree that he is protecting.
Similarly Ranni is blocking access to the finger church up on that plateau so that unless the baleful shadow that those very fingers sent is killed and she gets the means kill the same fingers, no one gets to go up there.
