Radahn Festival won't activate

The radahn festival won't activate for me. Possibly because I activated the grand lift of dectus BEFORE i ever interacted with ranni or Blaidd. I was able to unlock ranni's questline though and got up to the point where blaidd said he would go to the festival but i went to the grace and still no one was there and all the doors were closed. I don't know what to do and i'm kinda stuck. I believe you have to talk to War Counselor Iji again and then you will be able to unlock it

when all the doors are closed is when the festival is active

Try clearing the "secret" mine path and activating Makar grace and the upper Grace

The wiki says the event is triggered by speaking to Iji about Jerren or Blaidd about Radahn
I've NEVER done those steps and I always use the mines to go to Altus, can't hurt to try.

The only requirement is to rest at one of the 2 graces in Altus, the Crossroad one near the map fragment or the one by the exit from the cave with the Magmawyrm.
You don't have to do anything else...
But if you want the prawn and later the crab, talk to Rya 1st then buy the necklace off Blackguard

Oh yeah, there is a portal at the end of the bridge that actives when the Festival does.

I found out why everything was closed, I had to talk to the festival announcer AFTER I killed Radahn to prompt him leaving which in turn spawned everything in. After 15 hours i was finally able to grab the Red-Hot Whetblade!!
