Uncharted lands

Just west of the western Nameless Mausoleum is a town on the map does anyone know how to get to it. I've cleared almost everything but can't find a way to this if it's an actual location you can travel to

From Three Path Cross, go into the west tunnel, and you'll come out of the other side of the mountain. Look carefully south, near the exit of the tunnel, there's a way up there.
