go to weeping peninsula if you haven't first, THEN Liurnia
Draw a horizontal line across the middle of the map of Caelid.
Everything south of that line is fine.
Everything North of the line, specifically a region that'll show on your screen as "Dragonbarrow" when you enter it, is a no-go zone at your level.
Then yeah, it's really up to you. Can go to either.
Stormveil Castle is technically optional but worth doing even if just for levels, plus it's just a good area. Also opens up the potential to get your first great rune, (and a good one for early-mid game) which naturally leads into Liurnia.
You can sort of roam and try both if you want though.
That's one of the benefits of the open world.
