That NONE of the 3 NPCs that were supposed to be at the bottom of Ranni's tower showed up is not a good sign.
It may not be a terminal problem. Blaidd is supposed to be fought at the end of Ranni's quest line and I am not sure what impact Blaidd not being at the river at this time would have. It is all very strange and I think ER quest lines are MUCH more fragile than BG3 quest lines.
Doing a fresh run through at this time as well, so will see what happens at the meeting at the bottom of the tower. :)
Oh, If you've done Radahn, he won't appear at Sofria River. You should be good to progress to the crater location

Sofria is a large location that includes places like the Ancestral woods, the eternal city, and the river well (among others). Blaidd was supposed to meet you in Sofria from the Limgrave access point - the super long elevator ride down by the minor erdtree.
There's a plot element that prevents him from meeting you on the way to retrieve the special object for Ranni that you get from the crater access point. To my recollection, you won't meet Blaidd again until the end of the quest.
