Tall building next to Scadutree Chalice

Next to the scadutree chalice (in the north of the map, where you get like 5 scadutree fragments after beating Gaius) there is a very tall building.

I haven't found a way to enter it, does anybody know if it's possible to enter it, and if it is, how to do that?

Also anybody knows what it's purpose is in the lore? It's a pretty big building with a very distinctive top (kind of reminds me of the gate of divinity), so it would be sad for it to not be mentioned in the lore, and not have any gameplay function.

Honestly, I think it's just a particularly thick gate, meant to demarcate something of great worth (the chalice).

I legit thought it was going to be another dungeon. So I went and finished another area before returning. Little did I know there was a power boost waiting for me, if I would have just went a few hundred yards forward.
