It sounds like its referring to macros of some kind, by the wording.

It's referring to apps like G Hub for logitech and such.

So if I'm on a laptop, with nothing additional running but the game, my standard background services should be fine? I'm okay messing with Windows a bit if I have to.

Why are you automatically assuming your framerate issues may be caused by something you seemingly understand you have not installed or use?

Third party mouse applications cause issues
You're sure you have none of such in use
Then just move on

Will disable the program driving the game mouse and keyboard, see how it goes (I'm using a PS4 Dualshock controller to play the game)

because the control mapping in the tragic console port is crap!

I have a 12 button razer mouse.
and a Logitech game pad.

You can bet i have 13 buttons mapped to multi key functions .... like all the up down left right + other commands that would use the Dpad ...

Make a better port.

Think about it .... trying to use WASD and a mouse ..
while holding down the shift key and right clicking for a heavy attack... to also then try to scroll down on the mouse to heal , then hop on horse off the poutch control ... ridiculous , if you are not using macros or mapped buttons on multi button devices...

Fromsoft can own this issue ... they created the problem .
