Screen tearing

I have a decent enough rig: intel i7-12770 processor and Nvidia RTX 2060 with 32 GB ram. But since the game is hard-capped at 60 fps, its like the digital equivalent of wearing shoes three sizes too small.
I have turned on Vsync in nvidia control panel and still can't get 2 seconds without a screen tear. And its not minor either. Its really distracting and really annoying.

Anyone got advice on this?
